
CALL TO ORDER The third Annual Meeting of the PLPA was held 30 August 1975 at Sherman's Park, Caroga Lake. There were 75 members and 10 guests present. The new members to join the PLPA were introduced: Mr. & Mrs. Robert Van Voast, Mr. & Mrs. Michael Ringanese, Mr. & Mrs. John Onufrak and Mr. & Mrs. Jack Bethel. The officers and Directors for 1974-75 were introduced. The minutes of the meeting held in 1974 were dispensed with as a copy was mailed to each member after that meeting.
TREASURER'S REPORT The Treasurer's Report was read, reporting a balance on hand of $2,782.96 as of June 1975. Treasurer Fred Roscher reported that the books had been audited by Dick Cordavano as of 30 June 1975.
WATER SAFETY Waterskiing hazards had been discussed at a meeting of the Directors and it was decided something should be done. A letter from Mr. Ferguson, the lawyer was read and his opinion was to leave policing of the water skiing to the Peck Brothers. Individual residents or the Association could be legally responsible for any accident that occurred. A rule was made at the Directors' meeting that all skiers go in a counter-clockwise direction and extra policing by the Peck Bros. has made an improvement in the water skiing area.
BOAT SAFETY Quite a few residents made complaints about the speed of motorboats near the shoreline of the lake and in the bay areas. Mr. Peck reminded the members of the rules of the deed; fifteen miles an hour on the lake and 5 miles per hour 200 feet off the shore or anchored boat. It was suggested everyone read their deeds for the rules and regulations for better boating safety.
ROAD COMMITTEE Fred Lehner reported on North Shore Road. The road has been scraped but new gravel is needed. The road was partially oiled this summer due to lack of oil. Jean Smith reported on South Shore Road. A small amount of oil was put on the road and made some improvement.
CONSERVATION COMMITTEE Esther Neal had no report, but she suggested everyone keep up the good work keeping Peck Lake area free of tin cans and rubbish.
FISHING COMMITTEE Bernie Sleeper reported the bass fishing was good in July and August this year. The water will not be drained this year to fix the dam. The tentative plan is for next fall. The Conservation Dept. will be asked to take a survey of the fish in the lake while the water is out.
BICENTENNIAL COMMITTEE Harry Acheson reported the PLPA has been asked to participate in the Town of Bleecker celebration. Enclosed questionnaire on our participation should be filled out and returned to the Achesons. Esther Neal was appointed to do a Historical Research on the lake area for the Bicentennial.
ELECTIONS The nominating committee of Don Stanyon and Fred Roscher presented nominations for officers and directors for the next year:

NEW BUSINESS
The problem of inadequate electrical grounding of homes on the lake was discussed. A suggestion was made that groundings be checked and corrected to meet the 25 ohms resistance suggested by the National Electric Code.
There are signs of deterioration of cement block piers, the foundation of many homes on the lake. If the blocks below the ground were not protected with a protective coating or filled with cement, the blocks were flaking and eroding. The cause, by an analyst, was the freezing and thawing action on the blocks.
Fred Roscher reported that the Town of Johnstown passed a law requiring building permits. New York State owns approximately 40 percent of the land in the Town of Bleecker. Mr. Roscher also reported that the Planning Board would soon send out a questionnaire to all Bleecker residents.
Bernie Sleeper reported that the telephone rate for one and four party lines are being reduced. General Telephone has placed the South Shore in Area "C", therefore reducing the rate, but they are now requesting a mileage increase from the PSC which could increase the telephone cost again.
A lengthy discussion on the increased Gloversville School taxes ensued. The Equalization Board has set the rate which raised the taxes by 35 percent. It was agreed there was a discrepancy in the equalization rate and members of the Town Board and PLPA are to meet in Albany with the Equalization Board and Association of Towns.
Dick Cordavano informed the members that the Town of Bleecker is in financial difficulty. Another increase in Town taxes is foreseen.
The top honors in the Golf Tournament held earlier in the day were given; Jack Bethel, Low Gross; Fred Lehner, Low Net; Les Haney, Longest Drive; Marg Lehner, Best Woman Golfer.

The meeting was adjourned at 6:20 pm, with a delightful smorgasbord following the meeting , put on by the proprietor of Sherman's Park. If you did not attend this year's meeting, you missed a very informative meeting and we missed you. We hope to see you next year.
