CALL TO ORDER The PLPA Annual Meeting of September 2, 1978, at Peck's Boat Storage was called to order at 10:20 by Vice President, Robert Van Voast. Bob explained that President Tom Aery had major surgery two weeks ago and was unable to conduct the meeting. He reported that Tom was doing well and recuperating at his Peck's Lake residence. Due to the resignation of the secretary and treasurer, the new officers, Shirley Garrison and Arthur Leytham, had taken over their duties early. Officers and Board members present were: Robert Van Voast, Shirley Garrison, Arthur Leytham, Harold Mumford, Nancy Deschamps, Chester Heal, Albert Peck, Bernie Sleeper, Daisy Stresing and John McGee.
The minutes of the last meeting were read by the secretary and approved. The sewage dump on Hohler Road was discussed and Bob Van Voast gave a resume of what had transpired, namely that although approval had been given to Felice Danise to use it, she had decided against it. Bernie Sleeper and Fred Roscher had attended the town meeting in interest of the PLPA.

TREASURER'S REPORT Reported by Arthur Leytham, who also audited the books, commended Sue Harden for her excellent job with the treasurer's records, with dues received to date $780, or 52 members. Cash on hand was reported as $5,160.61. HArold Neal has offered to audit the books next year. Motion made by Fred Roscher, seconded by Marge Lawrence to accept the treasurer's report as read. Motion carried.
Bob Van Voast open the floor to a discussion of changing dues date to calendar year, Jan. to Jan. Billing date to be April 1st with all membership hopefully paid by the July meeting. The changing of the amount of dues was commented on with some in favor of lowering them because of the amount in our treasury at present. Some people felt we should have money in the treasury for emergency situations. A letter was read from Tom and Helen Foster suggesting we do not have any for next year, because of the amount in our treasury. It was suggested that the Association pay for the social evening affair next year to give the members something more in return for their dues. A motion was made by Hal Clark and seconded by Nancy Deschamps to change the dues date to the calendar year passed. Albert Peck made a motion seconded by Hal Mumford, that the dues remain at $15 thru December 1978, then starting January 1979, they will be $10 a year. Anyone who is a member now will be paid thru to January 1980. Motion passed by a show of hands, 22 in favor, 7 nays.

FISH STOCKING Bernie Sleeper reported that at the last board meeting, approval was given to stock the lake. On August 26th, 1700 largemouth bass fingerlings were planted in various parts of the lake. It will be 2 or 3 years before they will be of legal size to be caught. A belly fin was clipped to identify them when caught. Other committee members were Las Haney and Hank Wagner.
Dick Cordovano raised the question of whether the board of directors can spend large amounts of money without the approval of the members. The answer is yes they can.

SIGNS Bob Van Voast reported the reason for new street signs and lot number signs were to help emergency vehicles locate the caller and for people visiting here. The signs are up and cost $77.34. New maps of Peck's Lake are being processed, but has taken longer because some had to be rescaled. Bob had a map on display, which will be extended to include 29A to Caroga and Gloversville. The tax numbers will be erased from the lots and Peck's property numbers inserted. Hopefully we will have these maps ready by spring; the large size for emergency offices and smaller ones for members. The new lot owners' list will be sent out shortly.

NIAGARA MOHAWK Earthen dam work has been started by NiMo. Some trees have been cut down and are planing to draw in some fill dirt to strengthen the dam.

PECK FAMILY REPORT Alby Peck asked to have the floor to read a list of complaints he felt should be known, about all the deed restrictions and rules which are being abused. He stated that he felt 80 percent of the property owners were respectful of the restrictions, but they were going to something about the remainder who weren't.
Les Haney commented on the people with new boats and beginner water skiers being a hazard in the water ski area. Who's responsibility is it to teach these people? Arlene Superko said she likes the peace and quiet here, but when neighbor dogs come and disturb her two dogs, that are fenced, and they begin barking, she doesn't like it. These dogs that roam loose are a nuisance and the owners should keep them under control. Bob Deschamps agrees with Alby Peck that the trees on the earthen dam should not have been cut down and suggests that we plant new ones. The question of the tennis courts was brought up and it was reported that at the May 1978 board meeting it was tabled as the cost was prohibitive. Bernie Sleeper agrees that the water ski area is not being used properly. Hal Clark asked about the Towns of Bleecker and Johnstown swapping land. this is not possible. Vange Hogue stated that in regard to their dog being shot, they had been complying with the Bleecker night quarantine, that they did not know about their dog had been bothering anyone, so everyone should be cautious and learn from their experience. Nancy Deschamps again emphasized the gun laws of Peck's Lake deed and the Environmental Conservation Law.
Albert Peck commented that the Peck Family did not want to be abrasive. The dog problem must be dealt with according to the deed restrictions and they should not be allowed to run loose or chase game. Canoe and boating rules are being broken. Some people have been water skiing at night in the upper end of the lake, which is against the rules. Next spring they are going to have to clamp down and enforce the rules. They can stop the water skiing at any time, if necessary. Boats at night have been racing without lights, contrary to state law. Albert would like to have a committee from the PLPA to help police the lake and maintain deed restrictions. The canoe committee should get cooperation from all owners of canoes on the lake. These problems will be discussed at the next meeting.
Shirley Garrison reported only ten canoes are registered. People who have canoes must send a letter to the Pecks and the PLPA Secretary. Some people are not following the rules and should read their regulations again. Bernie Sleeper reported that 4 youths completed the Boat Safety Course this year.

Fred Roscher made a motion to extend the thanks of the membership to Tom Aery for his efforts as president and a job well done. Chet Heal seconded and the motion was passed.

Bob Van Voast now took over officially as president and expressed appreciation to Tom Aery for all that he has done for the Association as president. Bob would also like to stress membership, encouraging everyone to bring new members in and keep up old membership. The association has done many things to help keep the value of property up, such as maps , discontinuing the sewage dump, the addition of canoes to the lake and the earthen dam repair. As president he hopes to keep in close touch with the Towns of Bleecker and Johnstown, send out 2 or 3 newsletters a year and appoint committees for various duties. One of which he will do immediately by asking Bernie Sleeper to serve as Recreation Director. Bernie accepted, with a promise of help from Pat Reffue for a sailing regatta next year. Bernie also mentioned having a Rock Bass Fishing Derby also and perhaps a canoe race and, of course, the golfing tournament.

The meeting was adjourned at 11:50 am.
