
CALL TO ORDER The annual PLPA meeting was called to order by President Bob Van Voast, 9:15am, at Peck's Boat Barn. Officers and Board members attending were: Bob Van Voast, Harold Mumford, Shirley Garrison, Nancy Deschamps, Tom Aery, Dave Brandon, Wellington Peck, Ted Hoye, Mike Ringanese, Shirley Haney and Chet Heal. President Bob apologized for the early hour, but with the Sailing Regatta at noon, we had to get started at this time.
The Secretary read the minutes of the last meeting and they were approved as read. In the absence of Art Leytham, Treasurer, Bob gave the report. The balance on hand in both accounts as of 06/30/80 was $5,580.82. The report was accepted. Bob thanked Art for his work as Treasurer and Harold Neal for auditing the books. To date there are 88 members.
New permanent residents on the lake are: Jerome and Barbara Schacker, South Shore; Frank and Muriel Greene and Mary Wright on the North Shore. Also after the first of the year, Ralph and Daisy Stresing will be full-time residents.
The Board of Directors have elected the following slate of Officers for 1981: Shirley Garrison, President; David Brandon, Vice-President; Enid Roscher, Secretary; Arthur Leytham, Treasurer and Larry Doubleday, Asst. Secretary/Treasurer.
Bernie Sleeper reported for the nominating committee that these three members had been selected for a 3 year term on the Board of Directors: Jack McGee, South Shore; Jerome Schacker, South Shore and Shirley Garrison, North Shore. Hal Clark made a motion to accept the names submitted, seconded by Dave Brandon. Motion passed. Bob then thanked the three retiring Board members, Nancy Deschamps, Chet Heal and John Onufrak, for their interested in the Association.
Don Stanyon, Chairman for the committee on developing a swimming beach, gave a complete report on their findings. Bernie Sleeper and Tom Aery worked on the report with him. They had talked to Wellington Peck and he thought that something could be worked out for one beach, provided PLPA took out a liability policy covering the facility so as to remove them from any responsibility. First choice was the Sunrise Bay lot and property owners contacted adjacent to this site were all against such a beach. Also the state and the APA would perhaps require a lifeguard or other such restrictions. A Gloversville company's estimate for 25 to 30 loads of sand was$1,000, and $200 less if the sand was donated. Wellington said the legal aspects would probably require that the PLPA lease the beach from them. Nancy Deschamps expressed her feelings, that she would rather use their own facilities. Les Haney didn't think it would be fair to people who had already bought lots next to such an area. Mike Ringanese didn't think very many would use it. A motion was made by Nancy Deschamps to drop the idea of making a beach on the lake for PLPA members to use. Seconded by Arlene Superko and motion passed unanimously.
Bob asked Pat Reffue as commodore of today's Sailing Regatta to say a few words. Pat read some of the rules and instructions and asked people to keep their copies of the rules and amp and the numbers for their sails for use each year. The race will be postponed until 4pm if there is no wind soon and if not then, Sunday at 12 or 4pm. She thanked everyone who had helped her with the plans.
A discussion followed about who would be allowed to enter the races, campers and guests of members? Arlene Superko made a motion that any recreational event held by the PLPA would be limited to members and house guests only from now on. Les Haney seconded and motion passed.
The President asked for an open floor discussion on any problems. Arlene Superko said she thought something ought to be done about the North Shore road conditions. Over the years there has been many excuses made for why it is in such bad repair most of the time. We should be able to have better road maintenance with the taxes that we pay. Bob suggested sending individual letters of complaint to Dick Lucas, Dick Cordovano and Harold Winne, expressing our feelings. Wellington explained the lack of moisture recently had been a factor, as well as heavy rains when we get them, also the Conservation Department would not allow the road to be oiled. It was noted that the South Shore Road was bad in a few places, too. The PLPA will send letters out to the Towns of Johnstown and Bleecker with a request that more consideration and money be spent improving out roads.
The problem of fireworks around Peck's Lake during the 4th of July weekend was brought up by Arlene Superko. Her two dogs become frightened and uncontrollable at this time. She suggests the PLPA do something about curtailing fireworks. Wellington said there had been several disturbances recently which could have serious consequences. A large explosion near the North Shore was the reason for 3 fire companies, the sheriff's department and a search party to be called out. The cause and who was responsible is still unknown. It is state law not to buy or sell or use fireworks. Pecks do discourage the use of them, but usually put on a small display at Peck's Park. Arlene made a motion that the PLPA actively oppose the use of fireworks at Peck's Lake, except for the display at Peck's Park, and that the Pecks advise their campers of the restriction. Bernie Sleeper seconded and the motion carried. Don Stanyon said calling the sheriff whenever we see anyone breaking the law would be the best way to settle disturbances. Les Haney thought we should put a notice in the newsletter about curtailing fireworks around the lake.
Don Stanyon asked that we put in a request to the Town of Johnstown to take a look at and repair the section of road just at the incline of the hill near the western intersection of the Maplewood and North Shore roads. Bob said this would be included in the letter about general road conditions to Mr. Bradt.
Wellington Peck reported the upper ski float may have to be eliminated, because the vandalism is continuing. The ropes have been cut, the light destroyed and obscenities written on it. The annual cost to maintain each float is $250 to $300. This matter will be brought to everyone's attention in the newsletter.
A beer party at Sunrise Bay one night recently was reported, but it was not known who the people were. Again it was suggested for people who see this kind of thing or any wrong-doing to call the sheriff's office and let them check on it. Hal Clark felt it was each members responsibility to question wrong-doers when anything seems out of order.
Bob Van Voast then thanked the members for the privilege of being President for two years and that he had enjoyed it. He then turned the gavel over to incoming President, Shirley Garrison.
Shirley said it had been a pleasure to be Secretary for two years and hoped to get to know everyone better as President. Ted Hoye the presented a plaque to Bob in token of his service to the PLPA. Shirley thank Ted and congratulated Bob on his good work. Many activities should be continued and new ones added, but Shirley said we should not become so involved that we lose the tranquility we all seek at Peck's Lake. Mention was made of the CPR course if we can get 6 people to sign up. Shirley would like to appoint two youths to work with the Board of Directors. New ideas to works towards are the community picnic shelter, volleyball court and meeting place. Shirley asked for recommendations to increase memberships. It was suggested to pay the first year's dues for new lot owners. Also, some people question the large amount of money in the treasury.
Tom Aery made a motion to adjourn the meeting, seconded by Arlene Superko. Meeting adjourned at 10:50am.
