CALL TO ORDER The annual PLPA meeting was called to order by President Dave Brandon at 9:35am at Peck's Boat Barn on September 4, 1982, with approximately 35 members and guests present. President Brandon asked each one present to identify himself, thus taking a roll call. Officers and Board members attending were: Dave Brandon, Hal Neal, enid Roscher, Daisy Stresing, Gary Hazen, Wellington Peck, Shirley Garrison, John McGee, Jerry Schacker, Don Stephens and Frank Greene.
The secretary read the minutes of the last annual meeting. Don Stephens moved that they be accepted as read and Jerry Schacker seconded the motion, which was then passed.

TREASURER'S REPORT In the absence of the treasurer, Hal Mumford read the treasurer's report, which showed that the balance on hand as of June 30, 1982 in checking, savings and certificates of deposit was $5,732.96. a detailed copy of the treasurer's report was attached to the official minutes for reference. Hal Mumford had audited the treasurer's report and found it to be in order. Fred Roscher moved that the report be accepted as read and Bob Van Voast seconded the motion, which was passed.

TAX COMMITTEE Hal Neal reported that the members of the Tax Committee had done a great deal of work during the year, investigating the tax situation in the Town of Bleecker, collating more than 1,000 entries over a ten year period and recording them in three books, which were on display. There had been a great disparity in the assessments between general properties and other lake properties in the Town of Bleecker and Peck's Lake. The committee had advised those property owners who requested advice and it was felt that, as a result, more grievances, (over 20 from Peck's Lake), had been filed this year on Grievance Day than at any previous time. we were fortunate that Hal Mumford had agreed to assume chairmanship of the Bleecker Town Grievance Committee, as he was a knowledgeable and capable leader. To assist property owners who wanted to grieve, Ted Hoye had worked up data on seven recent sales of property on the lake, showing that all of them had sold for less than the assessed value. If any property owners wish to continue their grievance at the present time, they may do so by bringing it to the Small Claims Referee, for a fee of $25. The expenditure for preparing the claim with copies to five other agencies, would bring the total cost to 440 to 450. The Tax Committee will continue to attend Town Board and Gloversville School Board meetings to gather information, and will continue to help property owners if possible. Daisy Stresing inquired about the residence requirement to file a claim with the Small Claims Court and Frank Greene said that counsel had advised nim that an owner/occupant qualified. Dave Brandon gave a special thanks to the Tax Committee for all of their effort and help.

DAM REPAIRS UPDATE Wellington Peck reported that the dam project is almost completed. The work is on schedule and at a point where they are starting to impound water. If it rains, the lake level will start to come up. The work on the earthen dam at the other end of the lake is scheduled to begin this coming week and should be completed in 30 days. They will strip the current vegetation to 2 or 3 feet, repair and replace the eroded areas and place rip-rap on three sides. Niagara Mohawk is planning to use gravel from the lake bottom. The Peck Family is looking into this matter. They have contacted EnCon and DOT has inspected it. It may be desirable for the PLPA to inquire about possible damage to the lake bottom and effect on fish. Don Stephens said that the APA is not concerned about fishing problems. In response to Chet Heal's question, Wellington replied that the Gutha Road will be used for general access to the earthen dam project.
Alby Peck announced that he had been in contact with EnCon biologists who felt that there was no cause for concern. Alby feared that if gravel was taken from high areas, it might b damaging to spawning. President Dave expressed the thought that we are anxious to have the dam repaired, but are concerned about removal of gravel from the lake bottom. Wellington replied that NiMo has been very cooperative and careful in their work.
Warren Dickerson said that he believes the fishing is going to suffer from the dam projects this year and wondered about restocking the lake. President Brandon replied that fish stocking was one of the issues of the meeting. Several years ago, the PLPA with the Peck Family, did some restocking of the lake. We don't really have any good feedback on how successful or unsuccessful that effort was. There is a possibility that the fish population will naturally rebuild when the lake level returns to normal. Bernie Sleeper said that he was on the committee that restocked the lake. About 1200 fish were identified and put into the lake. He has only heard of two being caught and thinks that most were lost to predators. If the lake is stocked, he suggested that it be with smallmouth bass. It was felt that it would not be advisable to do anything until the lake is back to normal.

ROADS Arlene Superko inquired whether there was any information about paving the Johnstown section of the North shore Road. President Brandon replied that the roads are a continuing concern and letters are sent to he towns periodically.

NEWSLETTER Editor shirley Garrison reported that Don Stephens had printed the newsletter and computerized the addresses, at a considerable savings to the Association, and expressed our appreciation to him. She also announced that Esther Neal will be the new editor.
Jerry Schacker produced the new property owners list. He had about 175 copies and asked those present to help themselves and to take copies for neighbors who were not present. A supply will be at the Neals' and Schackers' for those who have not received them. A discussion followed on adding telephone numbers to the next property owners list and it was suggested that an insert be included in a newsletter, to be returned, if people would like to have their phone number included on the list.

BOAT SAFETY Bernie Sleeper reported that there had been no CPR course this year. Although he had made the arrangements to have the class at the Caroga Fire House, no one had expressed interest. Also, there was no boating safety class, as there were no children in that age group.

REVIEW OF EVENTS President Brandon reported that some committees had been very busy this year and some not so active, due to the lowered lake level. Next year, we will again have canoe races, sailboat races and the Panfish Derby. He also announced that he had located an APA aerial photograph of the lake. the Board of Directors has voted to purchase 9x9 contact prints, which will be given to people who pay their dues for the coming year. Enlargements may be ordered by getting the order and a check for the required amount to Larry Doubleday within the next week.

ELECTIONS The nominating committee, comprised of Judy Doubleday, Chairman; Miriam Aery and Mike Ringanese, were unable to attend the meeting. In their absence, President Brandon gave their report and presented nominations for officers and directors for the next year:

Arlene Superko moved that the slate be accepted and esther Neal seconded the motion. Fred Roscher moved that nominations be closed, seconded by Bob Van Voast, and slate was accepted. President Brandon thanked the Nominating Committee for their work. He also thanked the three retiring Board members, Frank Greene, John McGee and Dave Brandon and the retiring secretary, Enid Roscher, for their services.

NEW BUSINESS

Mary Wright requested that everyone watch their speed and drive with caution on the North Shore Road. She said that she had personal knowledge of three bad experiences when there had been near accidents. It was suggested that an item be inserted in the next newsletter, urging everyone to adhere to the speed limits and drive cautiously.

Don Stephens reported that building materials were stolen from the property of a South Shore Resident last winter and suggested that people should be careful about what is left outdoors. President Brandon requested that neighbors be watchful and also, if they see anything suspicious, notify the sheriff.

Daisy Stresing complained about the mail delivery with our present carrier. She thought it might help to have the Association write the Postmaster. President Brandon said that he could write a general letter, but it is best for individuals who ae having trouble to file their own complaints. Forms are available at the Post Office.

President Brandon asked the Board members to stay for a special meeting immediately following the close of the Annual Meeting. The meeting was then adjourned at 11:00am.
