
CALL TO ORDER The Annual PLPA meeting was called to order by President Dave Brandon at 9:40 am at Peck's Boat Barn on September 3, 1983 with approximately 41 members and guests present. Officers and Board Members attending were: Dave Brandon, Hal Neal, Sue Best, Larry Doubleday, Don Stephens, Frank Greene and John Synal.
The Secretary read the minutes of the last Annual Meeting. Larry Doubleday moved that they be accepted as read and John McGee seconded the motion, which was then passed.
TREASURER'S REPORT Larry Doubleday gave the Treasurer's Report in two parts. The first, balance as of 12/31/82 and audited - checking account: $1007.04; savings account: $752.92; CD: $4000, or a total of $5732.96. The second report is current and unaudited - checking account: $969.38; savings account: $1163.19; CD: $4000, or a total of $6132.57. Hal Mumford had audited the first report and had commended Larry for the accuracy and completeness of the Association's records. Fred Roscher moved that the Treasurer's Report be accepted as read and Shirley Garrison seconded the motion which passed.
Larry reported that we have 105 paid members, exactly the same as one year ago. He asked that all present give him information on new property owners and he will see that they receive welcome kits.
TAX COMMITTEE Hal Neal reported from the Tax Committee that assessments stayed about the same, even though property changed hands or new buildings were put up. Not too many of our members attended the Grievance Hearing, where Hal Clark made a presentation to the Supervisor, Steve Bleyl. We have also written a letter to the assessor and requested a meeting. Mr. Bleyl stated this meeting would be held before September 19, but as yet the committee has not been notified. At this meeting, Mr. Cross will be making a presentation. There is a great deal of work to be done based on information the assessor receives from the State, which has not been done before.
WATER QUALITY Larry Doubleday gave us the chemical condition of the lake. The lake pH last year in mid-August was 6.6; this year, it was 6.74. The lower the number, the higher the acidity, so the lake is healthier this year. We don not know the effect on fishing this change has had. Vandenberg Lake in 1982 had 6.8, in 1983 had 6.92. Lilly Lake in 1983 had 6.4. He suggested that we should take measurements as the ice is going out, as this would be the most hostile conditions during the spring run-off. He said that the State is planning to test Homes Lake, and asked if anyone knew if you could drive in, but no one had the answer. Don Stanyon questioned what number would be considered a bad number for the lake and Larry answered below 5.0. President Brandon mentioned the acidic condition for fishing varies, that bass are more tolerant than trout and it is desired to have some acidity. Esther Neal wondered if there were results available for tests done on Sacandaga Lake and it was mentioned that in 1973-74 there was a lake fisheries survey where we might find that information.
Bernie Sleeper said they are planning a new survey this fall, and we are hopeful that we will be chosen as one of the lakes to be surveyed in 1984. We have written letters requesting this and Larry Doubleday will write again. Don Stephens asked if the water had been tested before in the spring, and it has been and was like vinegar.
WATER SAFETY Don Stephens requested that the Association rules and regulations be made available to all property owners. He has noticed several water skiing and boating violations this summer and felt people, renters particularly, were not aware of our rules. He suggested a grievance committee be formed that might write a letter to any future violators.
President Brandon suggested that the new board include in the June Newsletter the updated regulations and asked each of us to try to help the new owners learn the rules and regulations.
Shirley Garrison mentioned that one suggestion that came from the NYSFOLA meeting was to have informational bulletin boards set up around the lake.
Bernie Sleeper said that in the boating classes, all were given the rules and regulations.
Arlene Superko suggested that simple rules could be posted in plastic at the boat launching sites.
ROADS Arlene Superko also wondered when the Town of Johnstown intended to fix the North Shore Road. President Brandon said that there was a question as to whether to pave it or gravel it. Bernie Sleeper had been in contact with the Town of Bleecker Road Supervisor, Al Gessinger, and they were soon going to fill in the broken spots on that road.
Esther Neal reported that there was a noticeable improvement in the speed rate on the North Shore Road, but some guests were still ignoring the limit.
There has been 17 lots sold on that road, and one owner has been parking cars on the edge of the road causing a dangerous situation. It was suggested that the park in Sunrise Bay. President Brandon suggested that each member can help these circumstances by notifying the property owner personally if a rule has been violated.
FEDERATION OF LAKES It was announced that Shirley Garrison is our representative to NYSFOLA. She attended a meeting held in Lake George, which she felt was very informative with excellent speakers, and came back with the recommendation that we join the association. We have done so, and the membership fee is $20.
FISH Under fishing, it was mentioned that there were still a lot of Pickerel in evidence.
BIRDS Don Stephens asked what could be done to exterminate the large population of seagulls. Larry Doubleday said he would talk to the State about suggestions for discouraging them.
REVIEW OF EVENTS Larry Doubleday announced that we have had a number of special events on the lake this summer, one of which was a sailboat race. He awarded trophies to the following: 1st place - Sam Brounstein, 2nd place - Dave & Evan Dopf, 3rd place - Art Stafford. For consolation, a T-shirt was awarded to Bernie Sleeper, which read, "I'd rather be fishing."
President Brandon thanked his officers for their help during the year, Esther Neal for editing the Newsletter; Jean Smith for the Annual Dinner/Dance; Larry Doubleday for sailing, the pH content, membership and Treasurer; Chet Heal for Canoe Races; Bob Ireland, Photography Contest; Garry Hazen, Golf Tourney; Alby Peck, Pan Fry Derby; Bernie Sleeper, Boaters' Safety Course. He reiterated that this variety of events going on helped make Peck's Lake a better place to be.
MEMBERSHIP President Brandon mentioned that we have new people moving to the lake each year and there is a problem identifying them. It was asked that everyone make an effort to meet them and welcome them. Ron and Dot Holly were introduced as new members on the North Shore.
ELECTIONS The Shirley Garrison, chairperson of the Nominating Committee presented nominations for officers and directors, with officers being elected by the Board at a special meeting following this one, for the next year:

NEW BUSINESS
Bernie Sleeper announced that he had aerial photos of the lake for $2.50 a print.
Jean Synal questioned if the Board could consider action to remove the stumps around Beaver Bay. President Brandon said he thinks that the ice will break them up, but if not it may be necessary for heavy equipment to come in at the expense of the homeowners.
Don Stephens reported regarding the mailing list and asked if we would check names and give him any corrections or additions. Shirley Garrison asked that we give Don a hand for his work.
President Brandon asked the Board members to stay for a special meeting after the close of the Annual Meeting. Fred Roscher made a motion to adjourn, seconded by Bernie Sleeper.
