CALL TO ORDER The Annual Meeting of the PLPA was called to order by President Larry Doubleday on August 30, 1986. There were 63 persons present. New property owners were introduced: Flemings, Fosters and Suchys from the South Shore and Hoffmans, Whites and Piersons from North Shore. In absence of the secretary, Dorothy Holly, minutes were read by Esther Neal. A motion to accept the minutes as read was made by Hal Clark and seconded by Bernie Sleeper.

TREASURER'S REPORT In absence of the treasurer, Elaine Hoye, the report was read by John Synal. A motion to accept was made by Frank Greene and seconded by Bob Bergmann.

REVIEW OF EVENTS Larry read a report of the activities survey. He thanked those who had led the group: in a sleigh ride, the Garrisons; cross country skiing by the Hollys; wild flower walks by Sue Harden in the spring and Esther Neal in August. These activities seem to be the most successful. Labor Day there will be a Sunfish sailboat race.

FEDERATION OF LAKES Reporting in the meeting of the Federation of Lakes, which met at Colgate in June, Larry stated Peck's Lake has no serious problems due to pollution. He reminded everyone that the use of fertilizers on lawns can affect the growth of weeds in the lake. Fertilizers with phosphates are bad. Someone will be sent to represent us next year at the Federation meeting. President Doubleday said he hoped to have a report from EnCon sometime soon on the state of health of Peck's Lake. He also announced that Jack Chamberlaine will be chairman of the Fish Stocking Committee. Questions about the level of the lake this fall as always, Niagara Mohawk has the right to draw down the lake thru the fall and winter. Usually this is after September 1st.

BLACK FLIES Concerning Black Fly control, Blue Mtn. Lake has drastically reduced the black fly numbers but the cost of this is prohibitive. Also a survey must be made of all the streams that flow into the lake. Arlene Superko suggested that everyone rake up their leaves in the fall as they harbor the eggs of the flies.

WATER QUALITY On the lake chemistry, it was reported that the pH level in Peck's Lake was within the range of acceptability. Sometime there will be 25 lakes in the state measured, whether Peck's Lake will be one of them is not known at this time.

PECK FAMILY REPORT Wellington Peck answered questions on proper installation of sewage tanks and septic fields. A licensed engineer must inspect these places before they are covered as it is a state law. He checks the location of each new building site. Also the state Health Dept. checks and an engineer inspects again. There are three ways inspectors find out about these places:

  1. Builders must report new buildings
  2. Peck Brothers inspect new building sites
  3. letters are written to new people highlighting rules about new building.
In the Town of Johnstown, one must have a building permit and there is a fire and building code inspector. Bleecker has no zoning laws but now has a fire and building inspector.
Tom Aery asked if the foam occasionally seen on the lake was harmful, answer is probably not as it seems to come and go at odd times. If in doubt take a cupful and have it analyzed.

BIRDS There ws a discussion of whether or not to feed the ducks due to soiling the docks and shore areas where bathing is done. A word was mentioned about the soiling of the ski floats by seagulls. With five different people contacted at the Conservation Dept., no one could come up with an answer. There was a word of warning by Barbara Stephens to keep away from Loon nests if one is discovered as the parent birds will abandon the nest or chicks thus permitting predators to kill them.

VANDALISM The subject of vandalism was covered thoroughly by Wellington Peck. He thanked the board for issuing a $500 reward for apprehending the culprit. He read the items and gave dates of the damage to ski floats on more than one occasion, the fire in the campsite, boats cut loose from moorings in East Bay, marker buoys cut away and signs destroyed. Ski floats are now being taken in each night which is time consuming. A fire in the woods behind Rock Island destroyed 400 to 500 square fee. State Police and Sheriffs Dept. have all been notified and try to patrol the shore roads more often but this vandalism is done late at night. If vandalism continues next summer, there is the possibility the ski floats will be removed.
Mrs. Olsen from the South Shore reported the sign at the driveway destroyed repeatedly, their flowers torn up three times after each planting, tracks from an ATV up and down their driveway when they are not at the lake. It was stated that ATV's are illegal on all town roads which includes North and South Shore Roads. Don Stephens also said ATV's used their driveway in their absence. All families are urged to watch for these misdeeds and report to the board or speak to the offender.

ROADS The president appointed two Shore road supervisors: Ron Holly on North Shore and Tom Aery on South Shore. Residents expressed a desire to know the plans for the roads from the road supervisors of Bleecker and Johnstown.

MAILBOX UPDATE On the subject of moving mailboxes to residents' property, we have had only a negative reply from the postal department. Larry asked if we wished him to pursue the petition further thru our Congressman again. Majority vote of members was yes.

WATER SAFETY President Doubleday stated that some canoeists are still going on the lake without life vests and beyond 200 feet from shore. Trolling with a canoe is against the rules! Canoes must be registered with the Peck Brothers and the PLPA secretary.

ELECTIONS The nominating committee chairman, Bob Henderson, presented nominations for officers and directors for the next year:

Motion was made by Esther Neal and seconded by Barbara Henderson that these be accepted and unanimously approved. It was decided by the Board that new property owners after 1987 should be given one year free membership in the PLPA. The question was asked, should there be associate membership for those who have moved away. An honorary life membership was presented to Bernie and Jean Sleeper.

NEW BUSINESS

The social dinner for next year may be moved to an earlier date, such as late July for the Holiday Inn. If not available, another location will be selected. 106 people attended this years event.

Some residents are concerned that there is more aquatic vegetation than previously in the lake. Jean Synal offered to head a committee to study the problem.

It was noted that vendors and other unauthorized people on the Shore roads.

Walt Heagle will conduct the water safety course next year.

Larry thanked Bob Bergmann, Bernie sleeper and Bob Ireland for the coffee and doughnuts prior to the opening of the meeting.

The PLPA bulletin boards will be moved closer to the mailboxes for easier reading.
