
CALL TO ORDER President John Mars called the meeting to order at 9:40am in Peck's Boat Barn. He welcomed everyone and introduced the Officers and Board Members: Bill Nitsche, Vice-President; Bob Fleming, Treasurer; Beverly Gillgren, Secretary (filling in for Beverly - Carol Nitsche); Wellington Peck, Brad Richards, Stuart Smith, Brian Hogan, Ginnie Easterly, Dan Phelan, Dave Byrnes, John Comstock and Dick Gillespie. The Secretary's Report was read and accepted. The Treasurer's Report was read and accepted. John thanked Esther Neal for coffee and donuts served before the meeting and also thanked Tom & Helen Foster for attending meetings and following up on legislative action involving the Adirondack Blue Line Federation.
ADIRONDACK LEGISLATION Dave Howard spoke on the legislative approach to the Blue Line. Although the Bond Act was voted down last year, there is still action being taken to make the Adirondacks a large all-wilderness state park. We as landowners do not want Congress to tell us what to do with our lands. Certain guidelines may sound reasonable but in actuality they go beyond being reasonable. Copies of the report may be obtained by contacting John Mars.
COMMITTEE REPORTS
MAILBOX UPDATE In the absence of Brad Richards, John Mars read this report. Mailboxes will be started on the South Shore because there are the least number of houses and fewer complaints. Dan Phelan passed around a diagram of the structure. It will be in approximately the same location and will Post Office regulations. It will be covered, and large boxes will be available for packages. The new Postmaster, Tom Christopher, will be willing to discuss any problems. If residents are away for any period of time, boxes may be bolted to avoid mail delivery. The cost will be $15 to purchase a box and the PLPA will maintain the structure. New boxes will be added as needed. South Shore residents were asked to sign up after the meeting if they need a box. New lot numbers must be posted by March 1, 1992 - a must for 911 emergencies. It was suggested that new clearer street signs are needed on both the North and South Shore roads.
WATER QUALITY Brian Hogan explained how we have purchased equipment to test the lake water. Samples have been taken throughout the summer. Copies of reports are available, and testing will be done throughout the fall months. EnCon Representative Jim Swart explained the report. Water quality so far is very good. The main things to keep track of are increases of phosphorus and nitrates in the water. Property owners should have their septic systems checked and cleaned periodically and lawn fertilizers should be avoided. Acid rain has not had much impact on us to date.
FISH STOCKING Jack Chamberlaine was not present. John Mars reported that 200 smallmouth bass, 3" to 8", were put into the lake and 300 more fish will be stocked in the fall. Stocking should be done each year. It was suggested that a financial support system should be established and possibly different species added. Dick Gillespie is looking into new hatcheries to purchase fish from to continue stocking. The question was asked, "why is fishing so bad?" No clear answer was given other than fish go through cycles and at this point the fish cycle was down. The state will not stock a private lake. Residents were urged to try to keep track of how many fish are taken from the lake, and hopefully the Pecks could help us keep track.
NEW BUSINESS The Board recommended we increase annual PLPA dues from $10 to $20. Added expenses are: postage increases, new directory, stationary, printing costs as well as insurance liability costs of $350-$400, water quality testing $700-$800 per year, miscellaneous - $470-$500. The new budget is $3,000 while intake now is $1,500-$1,600. The mailbox structure, fish stocking and any new projects will have to come out of reserve funds. A motion was made and passed by a show of hands to increase the annual dues from $10 to $20. Another motion was then made to increase dues to $25 annually. A motion was passed by a show of hands.
ANNUAL DINNER The PLPA received a $2.00 per person refund from the restaurant at which the 1991 Annual Dinner was held. The question was asked - should we return the $2.00 to each person attending or put it in the treasury. A motion was passed and carried to keep the money in the treasury and earmark it to be used at the dinner next year at a new restaurant.
MEET THE CANDIDATES Nancy Brown will set up a meeting between Bleecker residents and the candidates running for Bleecker offices. Anyone interested please contact Nancy.

It was suggested that because of the number of pontoon boats on the lake, that perhaps next year we could have a parade of boats.
Hank Wagner offered to plan a Peck Lake Open Tennis Tournament at his tennis courts. Anyone can play: mixed couples, ladies, men, etc... See Hank for sign-up sheet.
Appreciation was given to John Mars for a job well done as President this past year.
The question was asked, "when will the North Shore Road be paved?" The Board will pursue this issue. The South Shore paving was put on hold because of lack of funds in the budget.
The announcement was made that John Peck and Dave Howard are running for the Town of Bleecker and would be available to answer any questions after the meeting.
