
CALL TO ORDER The Saturday, September 3, 1994 Annual Meeting was called to order by President Larry Doubleday. The Secretary's report was read by Monte Weinstein and accepted.
WATER QUALITY The 1993 water Quality Report was distributed by Brian Hogan. Mark Verra and Monte Weinstein will test water quality. The water in the lake was cleaner in 1993 compared with 1992. Art Stafford noted there was a 50% increase in weed growth in Beaver Bay, compromising swimming and boating. Peck's Lake milfoil is an indigenous type and an endangered species. Eurasian Milfoil is aggressive and capable of dominating other weeds. Refer to Report "How to Keep Peck's Lake Clean." To date 8 of 200 have tested their septic systems.
HISTORIAN A photo album is being continuously complied. Additional photos if available should be sent to Stephanie Hogan.
MAILBOX UPDATE No formal report. Enclosed shelves for packages have been installed. A colored card will be placed on top of mail to alert package delivery. Improved aesthetics. Mail is delivered by address not name. If mail is incorrectly delivered, use Post Office form to "complain" about delivery. Names can be placed inside mailboxes on the lids.
FISH STOCKING A typed report was read by Nancy Allen. She also mentioned that the otter population was estimated at three in 1994 versus six in 1993.
REVIEW OF EVENTS
Annual Dinner Nancy Brown stated approximately 80 attended the dinner catered by the Unger House and held at Nick Stoner Inn. Dick Bickle served as emcee. Brian Hogan was in charge of music. We ended up with a $12 surplus.
Golf Co-chairpersons Bob Allen and Dottie Daly. There were 51 golfers and inclement weather delayed termination of play until 3 pm. Some prizes were donated, to repeat next year.
Winter Festival Bill Nitsche reported there was snow in abundance, refreshments, sleigh rides, broom hockey and cross-country skiing.
Concert A Dixieland band will play today from 4 to 6 pm offshore at the Marina.
GUIDEBOOK John Mars stated that the income from the ads equaled the cost if the publication. Extra copies are available at $2.00 a copy. The PLPA will distribute the Guidebook to new residents.
SIGNS Natural signs are in place around the lake. Please remove signs after an activity is completed. Realty signs on one's own property are acceptable. Open house signs are also acceptable but remove them upon ending the open house.
TREASURER'S REPORT Read by Helen Foster. Thanks were extended to Dick Cordovano for auditing services.
PRESIDENT'S REPORT
Bulletin Boards Please put name and date on announcement and request approval from PLPA President.
Lake Level Niagara Mohawk protocol is 1 foot lowered per month for a total of three feet during the summer. NiMo withdrawal after July 4th and Labor Day. The main dam spillway is marking area. NiMo participates with PLPA and Caroga Lake in regard to water level. If one has a water level concern, inform the PLPA Board, (location of property is determining factor.)
Spring Clean-Up Illegal dumping between 29A and North Shore road has been removed. There is no dumping allowed in Peck's Park. If a contractor is working on your property, they should be aware of this rule. If you see someone dumping, report their license number.
Ski Dock Vandalism Both ski docks were subjected to vandalism in mid-August 1994.
Road Paving John Mars reports the South Shore Road is now paved to the Bleecker town line. People have been observed driving over the posted speed limits, stimulated by the improved road conditions. Wildflower seeding along all roadways is now under review.
911 Service 911 is fully operational. For emergencies, use 911 numbers only. Some house signs have old lot numbers upon them and should be removed. If there was an emergency, correct 911 numbers are needed to facilitate most rapid response.
Taxes School Tax increase was cited. Several PLPA members are active on the Bleecker Tax Committee. Anyone with expertise in this area should contact the PLPA Board. Downward change in the equalization rate has increased taxes in Bleecker. 1990-91 prices were at peak of property values. Prices were much higher than assessed values which lowered equalization rates. Larry Peck noted decreased Peck's Lake property owner participation at meetings with equalization officials during this year. These meetings were announced in PLPA newsletters. Bleecker is $3 more per $1000 than Johnstown. Like assessments requested for North and South Shore. Assessors from Bleecker/Johnstown do not get together to arrive at an equitable assessment. County-wide assessment is possible but not yet established. Concern was raised over the situation of high taxes/low services. A proposed bill in the State Legislative hopper would allow all residents to vote on school budgets. A lack of industry in Bleecker also relates to taxation problems. Annexation of Peck's Lake by Johnstown was raised as an issue. President Doubleday said problems cannot be used as a basis for annexation. In order to move Bleecker roles to Johnstown, all three parties must agree. If two-thirds agree, the court will decide which direction will be determined. Annexation is probably not a PLPA function due to conflict of interest. PLPA is in both Bleecker and Johnstown. To be or not to be a Hamlet as a option was reviewed. Legal basis of annexation should be based on services obtainable in Johnstown but not provided by Bleecker. Not-for-Profit PLPA charter does not allow us to actively address these issues other than informationally. Estee Middle School will most likely lead to an increase of taxes in the Gloversville School District. Whatever the outcome, expect no guaranteed tax differential.
Distributed Materials Distributed were: Peck Lake decals to be displayed in the rear left passenger side window, APA land use regulations, Landrights Foundation Newsletter and modified Neighbor hood Watch Guidelines.
OTHER OLD BUSINESS Non-member communication/PLPA Board communication through Peck Brothers passed by a show of hands. Thanks to Larry Doubleday for acting as the 1993-94 Transition President of the PLPA. Larry passed the gavel to our new president, Dick Bickle.

NEW BUSINESS There was no new business. Preliminary Board Meeting is scheduled for September and the first Board Meeting in October. The Meeting was adjourned at 11 am.
