
CALL TO ORDER President Bob Allen brought the meeting to order at 9:05am. Joan Ireland read the minutes from the 1996 Annual Meeting and they were accepted as read.
TREASURER'S REPORT Judy Doubleday gave the Treasurer's Report. The balance sheet showed our total assets from the checking account, money market account and CD total $13,757.00. We have no liabilities. Money has been put aside for fish stocking, water quality, guidebooks and directories, and mailboxes. Because of our situation, no raise in dues will be necessary. There were no questions on the balance.
Judy reported that, at present, this year's dues payments are down. Next year dues notices go out earlier. Changes in the proposed budget were explained. The budget was approved by voice vote.
Dick Cordovano was thanked again for doing the audit.
BYLAWS President Allen discussed the proposed change in the bylaws of the PLPA concerning the inclusion of campers in the activities of the Association. A short discussion on this change was held. We don not know the number of "campers" and have no idea on how many will join. Motion was made by Judy Doubleday and seconded by Debbie Seward that the change in bylaws be approved. A unanimous vote was cast for acceptance.
MAILBOXES Discussion on the mailbox situation was held. Questions were answered.
The main problem with the mailboxes has ben security. The new mailboxes will be locked cubes of sixteen boxes. The cubes will be on cement slabs. North Shore will have cubes on a 28' slab. Local newspapers will be delivered in tubes near the mailboxes. The problem of new people moving to the lake is being assessed. A few people present were not happy with the decision the board had previously made from the survey results. Don Stephens made motion and seconded by Hal Neal giving the board authority to proceed with locked cubes as the board has suggested. The motion was passed by about 2/3 of members present.
Judy and Larry Doubleday reminded everyone to fill out forms and complain every time there is a problem with mail delivery.
PLPA EVENTS Thanks were given to Dick Bickle and Dottie Daly for their party after caroling last Christmas Season.
Thanks were extended to Bill and Carol Nitsche and Alby Peck for their organizing the Winterfest in February.
Bill Nitsche and Jeff Brown were commended for their efforts on Clean-Up Day in May.
Diane Lang was thanked again for her organizing the Annual Dinner held at theConcordia Club in July. Fifty-eight golfers had great weather for the Bernie Sleeper Tournament.
Eight party boats showed up for breakfast on the lake.
Joanne Wheelock had about 70 people attend the picnic at the west Bay in August. Thanks were extended to Joanne.
WATER QUALITY Test results were handed out to members. Stuart Smith does the testing and the results showed that, in general, Peck's Lake is a clean lake. We must control the nutrients that go into the lake through septic systems and storm water run-off. Larry Doubleday will hand out dye to whoever wants it at the conclusion of the meeting. It is a simple test done by flushing the toilet filled with dye and seeing if there is seepage near the shoreline within the next 12 to 24 hours. It will be fluorescent red. The dye is EPA approved.
Stuart agrees with the results of the tests. The weeds that are in various places in the lake are not necessarily unhealthy weeds. Jean Stafford was concerned with the increased amount of weeds in Beaver Bay over the past few years.
During the summer of 1996 the pH level of the lake was below 7.0 which was the lowest recorded pH we have had. The rain of that summer possibly caused the problem. The clarity of the lake which is key, has been consistent. The state does not feel that our lake could support Zebra Mussels because of the mineral levels.
The water level is not consistent with history. Niagara-Mohawk takes down the lake to keep the stream flowing as needed. Bob Lang was thanked for the great buoys that are on the lake. It has been appreciated by all.
FISH STOCKING On 10/15/96, 900 Bullheads and five 18" Smallmouth Bass were put into the lake. On October 18th, 190 Smallmouth Bass, 200 Largemouth Bass, 100 Perch and 100 Crappies were added to the lake.
GEESE & DUCKS There was a great deal of discussion by the Board on this problem. Thanks to John Synal for getting the handouts from the Department of Agriculture. He underlined the important parts. Two years ago, (1995), we hand one pair with 5 offspring, 1996 we had two breeding pairs with a total of 10 offspring and this year we were up to 21 geese, a result of three breeding pairs. Because of the number of geese we are concerned with the quality of the lake and the surroundings.
What should the Board do legally?
OLD BUSINESS We have had two "good" years without power outages, but...
ELECTIONS The nominating committee of Nancy Brown and Barbara Remington presented nominations for officers and directors for the next year. The nominations were approved by voice vote. Barbara Remington also thanked Dick Bickle for his 2-1/2 years as President.

NEW BUSINESS
The schoolhouse had a very successful opening on July 12th. Many people have toured the schoolhouse on Wednesdays and Saturdays.
New Peck's Lake residents were introduced: Katie & Bob Santomartino live on Maplewood Drive and Lynn & Chuck LeMaitre live on South Shore.
Thanks were given to Larry Peck and Dorothy Holly for mailings and newsletters.
The directory will be updated in January 1998.
