CALL TO ORDER President Bob Allen brought the meeting to order at 9:07 am. Sixty-seven members and associates signed the attendance sheet. A few minutes were given for those present to read the minutes from the September 5, 1998 meeting. Dave Brandon and Harold Wilson made and seconded the motion to accept the minutes as written.

TREASURER'S REPORT Dave Bartholomew stated that we made some money and spent some money. Again, a special thanks went to Dick Cordovano for his audit of the books. The CD is $3000 plus more than last year because of the transfer of money. There is $1719 excess of receipts over disbursements. A motion was made by Bob Lang and seconded by Russ Hogue to buy another CD, probably $2000 with the surplus. This was left at the discretion of the board. Dick Cordovano felt the $730 collected from residents and given to various fire companies for their clean-up after the Labor Day 1998 storm did not need to be included in the report. Dave stated that the membership as of June 30, 1999 was 144 members and 17 associates. He feels that membership should be more.

PECK FAMILY John Peck made a plea to the membership to review safety rules of water sports and abide by them. There had been a near fatality in the spring because of unfamiliarity with the rules. The Peck family needs help in enforcing rules -those set up by the Peck Family in our deeds, and also state laws. Please post rules to be seen by all that use your home. It was suggested to the association that possibly a Boater Safety class could again be sponsored by the PLPA.

Wellington Peck reiterated John's pleas and welcomed newcomers to the lake. It has been a good year between the Peck family and the PLPA and Bob Allen as President. The question of future development was asked and Wellington said there are no plans at this point. The water level is comparable to other years - down 19-1/2 inches. Rain would be nice.

NIAGARA MOHAWK The sale of Niagara Mohawk to Orion took place on August 1, 1999. Wellington is trying to find out who the new contact person will be. Orion maintains the lake bottom and dams. They lease to the Peck Family who deeds them to the residents.

WATER QUALITY Septic testers are available. Please use, especially in older systems.

Stu Smith reviewed the CSLAP profile (Citizens Statewide Lake Assessment Program) which is a volunteer lake monitoring program conducted by the NYS Dept. of Environmental Conservation. Peck Lake was involved in the full program from 1992 to 1996. As of 1996 our lake was healthy with low nutrient levels and pH around 7. Now we are involved in the CSLAP Light Program. Water clarity levels are consistent with earlier data indicating low nutrient levels, (this is healthy). Although the pH remains in the neutral range, the pH values appear somewhat lower than the past four years. We will continue to monitor the pH to see if there is a downward trend. Black fly larvae love acid, so they are thriving.

The seaweed can be cut, but please dispose of it - don't leave it in the water to float to someone else's property. Again, we were discouraged from the use of fertilizers on lawns. Please reiterate this to the neighbors. Bob thanked Stu for his time and efforts.

FISH STOCKING A review of October 1998 fish stocking was given - 170 Crappies, 150 6-8 inch Smallmouth Bass and 360 6-8 inch Largemouth Bass. Donations for fish stocking were up this year so more fish will probably be added in the fall. It is felt that most fish leave through people at the marina. Peck Lake residents usually put fish back in the lake.

EVENTS The events of the past year were reviewed. New or renewed events may be happening in the next year.

2000 DIRECTORY Contact the secretary with information or changes.

New residents in attendance introduced themselves: Janice & Gary Alpert; Nancy O'Keefe & Frank Thomas; the Kiselis'; Dave Eggers; the Zundermeed's; Kathy Brower.

OLD BUSINESS Mailboxes were again discussed. Bob Lang feels that North Shore residents should be resurveyed to find out what should be done with the old mailboxes.

John Peck reported that the Bleecker Board approved having Time Warner Cable install lines on the North Shore. Probably the installation of cable is more for the future of computers than for TVs.

ELECTIONS The nominating committee presented the following slate of officers and directors for the next year:

PresidentDave Pratt
Vice PresidentKatie Bergmann
TreasurerDave Bartholomew
SecretaryLorraine Carlson
Director 1999 - 2002Art Blanchard
Director 1999 - 2002Kathy Henry
Director 1999 - 2002Chuck LeMaitre
Director 1999 - 2000Debbie Seward

Debbie Seward's nomination is to fill Lorraine's unexpired term. Charlie Bennett made the motion and Diane Lang seconded the motion to accept the above as officers and director for the following year. Bob Allen was thanked for his years of service.

NEW BUSINESS Bob Marsh reported that on September 18, 1999, the Fall Festival will be held at the Schoolhouse. There will be crafts for sale, a white elephant sale, bake sale, lunch and activities for the kids. The new nature trail will be open as well as the Schoolhouse. Please attend and support the Schoolhouse.

John Peck reported for the Town of Bleecker. This is an important election year in the town. We will be voting for three councilmen, one supervisor and the highway superintendent. John did a commercial for our John Mars and how valuable he is on the town board. The highway superintendent is also an important election. North Shore has not been repaved or resealed in years. Also Beaver Bay Bridge is in bad shape and needs to be replaced. Primary elections are on Sept. 14 and Nov. 2 is the election. Bleecker is still in need of a new Town Hall and this is continuously being discussed at Town meetings.

Tom Lally reported that the mowing on South Shore during the spring was to no avail. He drafted a letter from the PLPA to shift mowing from spring to fall.

The meeting was adjourned at 10:50.

Respectfully Submitted,
Joan Ireland, Secretary
